A Long-Awaited Campus Delivered Through Collaboration

After nearly two decades of planning and advocacy, North Shore Elementary School was delivered as a permanent K–6 campus serving a growing community. Built in a remote desert location and delivered through a hybrid construction approach, the project required close collaboration, disciplined planning, and alignment across all partners to turn a long-standing vision into reality.

North Shore Elementary was constructed in a remote desert environment with no existing on-site utilities and limited access. The site conditions required early planning to address temporary utilities, extreme summer heat, long-distance material transport, inspections, and off-site improvements. At the same time, the community had waited nearly 20 years for a permanent local elementary school, elevating expectations around quality, reliability, and long-term performance.

The campus was delivered through a hybrid approach that combined Silver Creek Modular’s off-site fabrication of classroom buildings with ProWest Constructors’ on-site construction and site development. Rather than treating modular and permanent construction as separate efforts, the team focused on integration, aligning foundations, utilities, schedules, and site logistics to ensure the campus functioned as a cohesive whole. Through coordinated planning and solution-driven execution, the project was delivered in just 18 months.
